Visiting Scholars (J-1)

Overview

Visiting scholars are individuals coming to Beloit College for the temporary purpose of teaching, research, consulting or otherwise sharing special skills at the college. Most visiting scholars come to Beloit College as J-1 Exchange Visitors. The college is authorized to host visiting scholars under the following three J-1 categories of the J-1 Exchange Visitor Status:

Short Term Scholar

  • A professor, research scholar, or person with similar education or accomplishments who enters the United States for a short-term visit for the purpose of lecturing, observing, consulting, training, or demonstrating special skills at research institutions, museums, libraries, post-secondary accredited academic institutions, or similar types of institutions.
  • No minimum program duration
  • Maximum program duration of 6 months. (22 C.F.R. § 62.4(b))

Professor

  • Exchange visitor's primary purpose is teaching, lecturing, observing, or consulting at post-secondary accredited academic institutions, museums, libraries, or similar types of institutions
  • Minimum program duration: 3 weeks
  • Maximum program duration: 5 years (22 C.F.R. §62.4(e))

Research Scholar

  • Exchange visitor's primary purpose is conducting research, observing, or consulting in connection with a research project at research institutions, corporate research facilities, museums, libraries, post-secondary accredited academic institutions, or similar types of institutions.
  • Minimum program duration: 3 weeks
  • Maximum program duration: 5 years (22 C.F.R. §62.4 (f))

Eligibility

In order to serve as the sponsor for a J-1 Exchange Visitor, Beloit College must establish all of the following:

  1. The program is suitable to the exchange visitor's background, needs, and experience (22 CFR §62.4 (a)(1))
  2. The Exchange Visitor possesses sufficient proficiency in the English language, as determined by an objective measurement of English language proficiency, successfully to participate in his or her program and to function on a day-to-day basis (22 CFR §62.4 (a)(2))
  3. The Exchange Visitor possesses adequate financial resources to participate in and complete his or her exchange visitor program; and (22 C.F.R. § 62.12(b)(1)(ii))
  4. The Exchange Visitor possesses adequate financial resources to support an accompanying spouse and dependents, if any. (22 C.F.R. § 62.12(b)(1)((iii)

Steps for Sponsoring an Exchange Visitor

  • Step 1:The sponsoring department should contact the Office of International Education to discuss the appropriateness of the J-1 Exchange Visitor category for the potential visiting scholar.
  • Step 2: Sponsoring department completes the Request to Sponsor a J-1 Exchange Visitor packet and submits along with the required supporting documentation to the Office of International Education.
  • Step 3: The Office of International Education reviews the request and issues the form DS-2019, Certificate of Eligibility for J-1 status for the visiting scholar and any dependents (spouse or children) who will be accompanying the scholar.
  • Step 4: The sponsoring department mails the DS-2019 and related documentation to the prospective Exchange Visitor. It is recommended that this be done using an express service like FedEx, UPS or DHL so that the documents can be tracked.
  • Step 5: The prospective Exchange Visitor applies for a J-1 visa at the nearest U.S. consulate. Any dependents apply for a J-2 visa.
  • Step 6: The Exchange Visitor arrives in the United States and at Beloit College to begin the program.  Exchange Visitors may enter the United States up to 30 days prior to the start date listed on the DS-2019 form.
  • Step 7: The Exchange Visitor reports to the Office of International Education for a one-on-one orientation session.

Please note that it is the responsibility of the sponsoring department to make arrangements with Human Resources, the Office of the Provost and other relevant departments to ensure that all proper institutional procedures are followed regarding hiring and access to the institution.
